The phrase seems to be an existing slogan for the campus, and there seems to be signage with that phrase and color of background of text. The photo in the original post seems to be plausible.
I’m not saying it’s photoshoped, but the sign looks out of place and like an invitation to change its text.

I went to school there. They had signs that read similar things back then. The university’s slogan is ‘what starts here changes the world’
