If enough people are using this new system, Russia could easily pivot to target it as well. Jamming is not inherently hard, especially if a nation is attempting it.
Jamming in the US will bring the FCC down your throat. The stronger the signal, the faster they will show up. Russia transmitting a jamming signal from Russia doesn’t have to worry about such things. A jamming device is not hard to find, but on sovereign soil it’s still untouchable short of war.

Not as easy for individuals. Still relatively easy for a state actor. It’s not a magnitude difference, just a difference in degree.
Russia standard procedures seems to be to put a bandaid on the wounded and send them back, or else leave them where they lay. They are not using the modern battlefield medicine practices that resulted in higher ratios of wounded to dead in most modern Western warfare.

Except those small islands near Alaska are natural, and have always been there, (On a human timescale, anyways) and were part of the original Alaska purchase. The one China uses to claim a whole sea was completely artificial, and built for the sole purpose of claiming new areas.

The US would have responded the same for a large number of different counties’ ship if they were hijacked in a similar way.

Some GPS jammers are known to transmit, instead of noise, a bad signal which creates an offset in the timing to calculate a false position. But with encrypted military GPS, that’s not as effective.
The bombs were probably using the encrypted military GPS frequencies that are more resistant to jamming.
I’m not sure there is any more the hermit kingdom can be sanctioned, other than getting Russia and China to actually honor the existing sanctions. (Ha!)
